Enabling the in-game console in the Mass Effect Legendary Edition is done by installing a mod. There are currently two console enabler mods for the trilogy. Both mods are created by reputable members of the community and are safe to install, though a manual backup is needed to uninstall.
if you want to enable the console just install the bink bypass in ME3Tweaks Mod Manager: Tools > Bink bypasses > (game). You can customize your console keybinds also in this menu with Console Key Keybinder - photo mode HUD can be toggled with shift though (not just tab).
This mod by d00t replaces .dll files in your /Binaries/Win64 folders. Go to the In-game console mod page to read the full instructions and to download the mod. Please follow the instructions on the mod page carefully, as the .dll files must be named properly for your game to work. This mod is sometimes blocked by the game's DRM, so I'd suggest trying the PCC replacement option first.
